Unlike civilian inquiries, the Ministry of defence is pretty good at publication of Service Inquires, Internal reviews, Board of Inquiries and Miliary Aircraft Accident Summaries and Non-Statutory Inquiries. You can find all, less MAAS here.
MAAS are a little problematic. The MoD has admitted that it can't locate them all, but what is has been able to find has been placed on archives here.

A master database of recommendations is the goal, but this will be a very slow process.

The options are manual extraction, which at least allows for careful QA, or conversion to word then extraction. The MoD have protected the PDFs to precent OCR as well.
