Wikipedia has a pretty good index, though it has quite a few mistakes and duplications it is probably the best public source. You can also search the .gov site for inquiries but that brings up a lot of irrelevant material as well.
Older inquiries aren't online unless a body has made it available. Often bodies which have scanned and uploaded it make the material impossible to download. I honestly don't know why because you can't/shouldn't be restricting publication of inquiries. Nor can you exert commercial licence over them. Museums 'may' be playing a little with the value card, that by digitising they have transformed and so own the IP.
There is a LOT of processing to do in this area. There is no easy or quick way to bring the material together and feedback is welcomed. There is a LOT of processing to do in this area. There is no easy or quick way to bring the material together and feedback is welcomed. In order to make sure that recommendations are orphaned there is an annoying repetition of meta data. However, I really want to be able to compare and search all recommendations across all inquiries so there isn't much option. A major update I want to do is to add themes (Health etc.) to the recommendations, not the inquiries, so that someone could find health relevant recommendations across all inquiries. I'm not there yet!
