Death of Jalal Uddin Inquiry

The Statutory Inquiry into the Death of Jalal Uddin investigates the circumstances of his 2016 murder, focusing on systemic issues, counter-terrorism measures, and police actions, aiming to provide recommendations to prevent similar tragedies.

The Statutory Inquiry into the Death of Jalal Uddin investigates the tragic murder of Jalal Uddin, a retired Imam, who was killed on 18 February 2016 in Rochdale, England. His death occurred in a climate of rising concern over extremism and radicalization. Uddin, known for his moderate beliefs and promotion of traditional Islamic healing practices, had been the target of hostility from extremist elements who opposed his work and values.

The inquiry, established under the Inquiries Act 2005, was launched on 9 November 2023 following a request from the Coroner, His Honour Judge Teague KC, who also chairs the investigation. Its primary purpose is to examine the circumstances surrounding Uddin’s murder, evaluate the response of law enforcement and counter-terrorism measures, and identify systemic failures that may have contributed to the tragedy. The inquiry also seeks to ensure accountability and provide recommendations to prevent similar incidents in the future.

Public hearings began on 23 September 2024, gathering evidence from witnesses, law enforcement officials, counter-terrorism experts, and other key stakeholders. The investigation delves into the actions and decisions made by the police, focusing on whether they adequately addressed threats to Uddin’s safety prior to his death. It also evaluates the effectiveness of counter-terrorism measures at the time, including intelligence-sharing and community engagement practices.

Preliminary findings of the inquiry revealed gaps in the identification and response to radicalization threats within local communities. Concerns were raised regarding the failure of authorities to act on warnings about Uddin’s safety, as well as broader issues related to the integration of counter-terrorism strategies into community policing efforts. Testimonies from community members highlighted the challenges faced by those working against extremism and the lack of support for individuals targeted by extremist ideologies.

The inquiry aims to make evidence-based recommendations to improve the protection of vulnerable individuals, enhance cooperation between law enforcement agencies, and promote community resilience against radicalization. The findings are expected to underscore the importance of balancing robust counter-terrorism policies with safeguarding human rights and fostering trust between authorities and communities.

Though ongoing, the inquiry reflects a critical effort to address systemic flaws and ensure a safer environment for individuals committed to peace and inclusivity. Its recommendations are highly anticipated as a step toward justice for Jalal Uddin and others facing similar threats.
